MyLeague maintains a Room Listing site for Pogo and Yahoo game rooms. It lists all the main rooms and the leagues who have met the listing requirements for the room(s). Since it is not mandatory for leagues to be listed, some leagues who regularly host in rooms may not show up on the listings. However, you can always start checking the rooms which are blank.

As far as excluding rooms which are going to be applied for, I'm afraid I don't have a crystal ball! :) Good luck with that one.
