Double Elimination tournament and buxx

Twice today I tried to make a double elimination tags tournament and it won't let me add a TDD nor will it let me charge buxx. I thought I'd made it wrong the 1st time so I deleted and remade a 2nd tourney and it still wouldn't let me add a tdd nor charge. I have 4 TDDs left for the month so that's not it. Is there a reason for this?
