Actually when it comes to not hosting there is a time limit for a tournament director. If a TD fails to host a tournament in 21 days they are purged from being a TD. This isn't anything that a Head TD does this is an automatic thing. It may not be head tds removing the TDs for not hosting but the TD failing to host before being purged.
