As far as the vote on approving a TD, a way to do that would need to be decided in your league. We have a weekly admin/htd chat where we review applications and discuss any league issues/upcoming events. After we discuss an application one of the team approves or denies the application and contacts the person who applied.
You can set invitation only on your tourney set up page when you first start setting the tourney.
