TD RUNNING A TOURNAMENT AND ALSO USING HTHEIR OTHER NAME AND PLAYING IN IT

the other day I was in a room and noticed this.I was always under the impression if you are TDING a Tournament that were are not allowed to play in it.Now has Cases changed that and the TD can use another name and play in it as well.I thought that was a big no no.Then please explain why this TD is allowed to and the ower of the League lets it happen.Also the
TD in question wins the tourney almost all the time and from what I see players saying seems very odd.If is is not allowed then where or who should it be reported to other then the league owner as they do nothing about it. thank you Drew
