"Smiley Face" badges are not issued by Case's Ladder or MyLeague; however, here is some important information directly from Pogo:
The smiley face icon is actually a Club Pogo badge called the 'Host' badge. The Host badge is available to any Club Pogo member. The smiley signifies that the person is currently running an event or tournament. The smiley gives them added visibility in the room, which makes it easier to run an event where lots of people are involved.

After you have clicked on the help link above you will be taken to the EA Help Center. You will find a "Talk to Game Advisor" link to the right of the page. Select it. If you get a sign in screen , log in with your Club Pogo name and password. You'll be asked to respond to the following questions.
